What's the best capture card in your opinion? Price and computer specs are not a concern. This is a theoretical purchase. I just want to know what is the best quality I can record from a television.

Yes Blackmagic is good yet for TV that might be over the top unless you're looking to capture 720p to 1080p or even Full HD then yes then use it. Intensity Pro uses USB 3 other than that good call.
There is the option of HD PVR or Avermedia as well....we use Grass Valley top shelf and fast throughput yet mighty expensive meant for commercial usage....not your home recording setup.
