How to fix low FPS on Star Wars the Old Republic?

Ok, thought I could handle ToR with my NVidia 9800GTX+ with my 24inch Samsung LED monitor at 1920x1200 resolution. However, as I tried grouping with friends for my first boss I was at 3-5 frames per second, nearly impossible to tank with. Thus, with the support of my wife to upgrade my system I come to my fellow gamers.

What should I do to optimize my system? I've heard arguments both for the NVidia GTX 560 TI as well as the ATI Radeon 6950 are good options. I thought about adding in more RAM but I'm at the limit for my motherboard with 4gig DDR 1066 (2 x OCZ Platinum 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit), motherboard is about 5 years old. Is this a quick fix or is it just time to rebuild?

Your assistance is greatly appreciated, I'd really like to not have to build a computer this month to play with friends...but I'll do what it takes...
