I'm really looking forward for The Sims 3 when it comes out this June, but my computer was made in 2004 and the video card I had (which is out-of-date, anyway) died. Also, if I got a new computer I'd probably like to play Oblivion as well as the upcoming Dragon Age: Origins.
Any suggestions? Keep in mind I'd prefer the price not exceed $1,500 (US).

A good, moderately price gamer computer would probably run in the $800 - $1000 range. This would include:
An Intel Q based processor - $300, like a Q9550 for example
Motherboard - $200, ASUS or Gigabyte
CPU/Cooler - $60
Video Card (single) either ATI HD 4850 or an nVidia 9800 GTX+ $200
1 Teribyte Hard Disk, Seagate, Western Digital, Maxtor or Hitachi $110
CD/DVD +/- Writer 20X, with Litescribe - $30
4 Gigs of RAM, DDR2 800 Mhz - $50
Power Supply, 650 Watt, ANTEC/CORSAIR/THERMALTAKE -$70
Antec 900 Case - $129
Total: $969 - So you see, its around $1000
Now, for the remainder - You can get a 22" LCD for $250 and a good logitech wireless mouse and keyboard for about $129.
Oh yes, a full version copy of Vista Home Premium, 64 bit OEM version, $99.99 at Newegg.
So lets say, with keyboard, mouse and LCD:
Total cost: 969 + 479 = $1,448
Of course, you can do your own shopping, and maybe you can cut some deals to shave off $100 or so, but generally speaking for a complete system this is what it will run you for a gamer, including the LCD, keyboard and mouse.
$1500? holy crap that's a lot. if you want to build your own PC (even if you don't know hardware just hire someone to put it together for you). $1500 will build the computer I nearly got (but had to cut some things off since my budget's 890$):

All you need is to pick out a hard drive (around $40 to $100) and either XP 64 bit or Vista 64 bit OS and you're ready to go.
That is a really powerful computer, with many brand new top-of-the-line parts. Over time you can add up to 24 GB memory as well as some overclocking. The graphic card is one of the most powerful cards available now. This suggested system is actually more powerful than everyone else's suggestions. The GTX260 is a newer generation than the 8800 or 9800 video cards. The Q9550 is an older generation Intel processor.
Another reason why not buying a regular high-end PC from Dell, HP, Compaq, etc: Unless you like to reformat it and pay a higher price for less, you're gonna get a computer packed full of crap software that's mostly useless and make it run really slow. That's what my laptop is like, my Dell was like before I reformatted it, and my dad's HP is like and he doesn't wanna reformat his. To your price range, I would recommend any HP PC that has a 8800 GT graphic card or a 9800 GT graphic card, 4 GB+ of RAM, 750 GB Hard drive, and at least a 2.4 GHz quad core processor.
You can find a PC like that in your local retailers, or if you really want to get a bang for the buck, go to http://www.newegg.com which has the best selections available, and the best PCs that are much cheaper than Best Buy of Circuit City, with better graphic cards and processors.
Check it out, I guarantee that any HP desktop in that site over $1000 is capable of playing the three games you mentioned.

Check out some of dell's desktops. Highly customizable, you can make a really good pc for less than $1500. Their Inspiron desktops start at around $300 to $400 and have a lot of options as far as components.
